MARK V CONFORMANCE (WIP stub)

Goal: Positive/negative vectors so independent impls can prove interop.

Later:
  Python harness against Castle filesystem profile
  HTTP harness against OpenAPI mock
  Decoder-ring probe runner (carbon scores meld)

Run policy:
  Create No Victims; no high-blast in automated tests without fixture grant
  Never put real tokens in fixtures
